Woodwind instruments sometimes feature packing corks under each key to prevent damage during transit.
Please ensure that all of these have been removed so that each valve can open/close correctly.
If this does not resolve your issue, you may need to ensure that your mouthpiece reed and ligature (if applicable) are fitted correctly.
